The intent is that the end of turn phase is subject to the same kind of stacking limits as a single turn.
A given power can only be used once during that period. (ie., to bring all three into play should take three turns). Its possible I may need to edit to make this clear.
Brad's point about them being under a power curve are valid enough, but they would fit well into a wiz war type of scenario, where they would be balanced against each other.
