I've been in touch with Doug Dalton, who runs NeonCon.
The delays in going live are in part due to him being traveling at the moment. That said, there are never lines at NeonCon for tickets, because the majority of non-minis events are actually free. For those who've never been to NeonCon, the GM's are volunteers, and do not have their rooms covered by the con, which reduces some of the cost. Its a good system in many ways, but will ultimately limit how large NeonCon is likely to grow.
That said, I love the aspect they are marketing this year.
