Unlike the normal game, which we try to balance for competitive play, the primary characteristic of a scenario is fun to play. Some of the most fun to play scenarios are completely unbalanced, with the advantaged player understanding he must crush the other, while the disadvantaged player knows that victory is completely unlikely, but completely possible...
I have a scenario for this now- but its going to require work, as the initial submission is a bit rough, and will be tough for the players to adapt to. But we do have a winner.
