[2] For move as if, the creatures should determine how a creature with flight (or burrow) would move, and then move accordingly. If there are temporal restraints to those abilities, they are also imposed on the "move as if with..." state as well.

Correct. The requirement for the movement mode is implicit in the power.
This is not the case with a shift, which can be done with any movement mode.
