I doubt it. We've clarified many times that damage-causing conditions are not damage.
But you are right in that the only difference is whether he ignores ongoing 10 or not, so leaving it as is just makes him that much better.

The resist all 10 is only vs. attacks. Not conditions. Or conditions imposed by attacks.
